The Government of Vietnam (GOVN) has received a Credit from the International Development Association (IDA) to finance the Vietnam Irrigated Agriculture Improvement Project (VIAIP). The project has started in the second quarter of 2014 and its objective is to improve the sustainability of irrigated agriculture production system in 7 provinces in the Northern mountainous and Central coastal areas, namely Ha Giang, Phu Tho, Hoa Binh, Thanh Hoa, Ha Tinh, Quang Tri and Quang Nam. The project has four components:
Component 1: Improved Irrigation Water Management. This component aims to improve institutional capacity for providing modern, effective and self-control irrigation/drainage services. The Component includes: i) establishment of or strengthening water user organizations and associations, and application of concept of irrigation management transfer (IMT); (ii) improvement of works asset management and planning at provincial level and system level, (iii) updating and applying standard for operation effectiveness and efficiency for water user organizations/associations as well as IMCs; and (v) application of GIS map and canal system database for managing and monitoring the operation of irrigation system, and installation of SCADA system for improved water management, with relevant assistance. This Component also supports for preparation and implementation of annual and 5-years plan for investment in modern irrigated agriculture of the province.
Component 2: Upgrading irrigation/drainage system. This Component invests in the infrastructure for project areas (83.400 ha). The Component will improve ability of water supply with mass volume for irrigation system, service providing, and the management in selected irrigation/drainage system through: (i) improve physically for existing irrigation/drainage infrastructure of large, medium and small scale such as canal, pump, weir, pipeline, and regulating works; (ii) improve protective works for existing dams; (iii) rehabilitate or construct multi-purpose small reservoirs; and (iv) construct metering equipment at canals to improve water management.
Component 3: Climate Smart Agriculture Practices support. This component builds on the improved irrigation infrastructure and water delivery activities implemented under component 2 to improve the productivity and quality of agriculture, increase farmers’ incomes, and reduce their vulnerability to adverse climatic events. The Component involves: i) enhancing on-farm systems for crop intensification and diversification; ii) provision of laser land leveling services; iii) advisory services to facilitate shifts into feed and horticultural crop production; iv) identification and implementation of measures to reduce the water footprints of cropping systems; v) promoting community led initiatives to increase accountability and ownership at the local level, and vi) stimulating modernization by promoting the use of sprinkler and drip irrigation systems. Field demonstration and information dissemination involve Farmer Field Schools (FFS) and other methods.
Component 4: Project management, monitoring and evaluation
Purposes of database
The database aims to monitor achivement of VIAIP results as indicated in the Project Results Framework (see Annex) and to support periodic project review/evaluation.
The database also supports management agencies of MARD and local authorities in searching official documents, project reports as well as downloading forms for the reporting of PPMU.
Target users
WB, MARD/CPO, CPMU and PPMUs can access the database and/or periodically update the database as required. Other agencies interested in the project can access this database to get project information.
Components of the database
The database has 2 main parts: (i) Web visualization part, showing real-time result update; and (ii) Contents Management System (CMS), administration and update of database.
Languages
The database will be developed in English and Vietnamese for the web visualisation, and in Vietnamese for the CMS. This will facilitate data entry staff and project officials/consultants. Periodically, in-charge staff make data entry one time using the predefined template in Vietnamese.
Data Search Engine
This is the most important part of the database, allowing users to search, retrieve data as per request and extract search results (reports) to the different formats (including MS. Excel or PDF).
Users are project officials who will have one account to access the database with custom/predefined filters. Others who don’t have account can only see the latest status of the project results framework during project duration (2015-2020) but extracting reports in above formats.
Search engine: when logged into account, users can search by filter/criteria and extract research results into reports:
- The Project Results Framework (this is the summary table of the project, contributed by 7 PPMUs); results will be presented in appropriate graphs or charts, and categoried by following criteria:
+ By Year (by years, from 2015 to 2020)
+ By target results. OR by actual results
+ By target results and actual results obtained in the year(s); comparison can be seen.
- The Results Framework by province (only by province or region), results will be presented in appropriate graphs or charts, and categoried by following criteria:

- Detailed report, is the actual results framework report by each PPMU, and selected by following criteria
+ By province, AND
+ By each year (no more than one year should be selected as the report is updated annually).
Financial data at project and provincial levels is also collected and stored systematically as required by the CPMU.
